According to the “Green Certificate Regulation for Buildings and Settlements” published in the Official Newspaper, the green certificate system, which was prepared as a domestic practice in order to certify green buildings, will begin to serve.
The “Green Certificate Regulation for Buildings and Settlements”, which determines the procedures and principles regarding the establishment of evaluation and certification systems in order to reduce the negative effects of buildings and settlements on the environment by using natural resources and energy efficiently, and the procedures and principles for experts and training organizations in this field, entered into force.

With the regulation prepared by the Ministry of Environment, Urbanization and Climate Change and published in the Official Newspaper the National Green Certificate System “YeS-TR”, which was prepared as a domestic application for the first time in order to certify green buildings, was implemented.
“Green building”; According to the regulation, which covers site selection, design, construction, operation, maintenance, modification, demolition, disposal of waste and waste water, it is defined as sustainable throughout its life cycle, energy efficient, compatible with nature, low emission and environmentally friendly, with negative effects on the environment reduced to a minimum, The evaluation body of the National Green Certificate System will be the Turkish Environment Agency.
The owner of the building or settlement that wishes to obtain a green certificate will receive service from green certificate experts and an assessment agency authorized by the ministry.
The green certification specialist will record the information of the building or settlement to be certified in the YeS-TR system.
The Turkish Environment Agency will take action by evaluating the information recorded in the system and, where necessary, by conducting an on-site study.
Institutions and organizations with public legal personality, universities and non-governmental organizations, which are subject to the provisions of public or private law, operating on issues such as green buildings and green settlements, can operate as educational organizations if they meet the conditions specified in the regulation.
Green certificate specialists will be able to operate if they are successful in the written exam to be applied by participating in the certificate training program to be organized by the educational institutions and if they are authorized by the ministry in YeS-TR.
The Turkish Environment Agency will employ or outsource green certificate assessment experts with the qualifications and numbers that can evaluate the criteria specified in the evaluation guide regarding the building or settlement subject to the application.
The agency will examine the certificate applications and evaluate the sustainable environmental, social and economic performances of the buildings and settlements according to the guidelines and issue the relevant certificate to the buildings and settlements that meet the criteria.
On the other hand, the “Green Certificate Regulation for Buildings and Settlements” published in the Official Gazette on 23 December 2017 was repealed.
